What this is telling you
Two tracks beat-match when one can be pitched to the other's tempo. The first range is every tempo your fader can pull to the track that is playing.
The other two are the ones people miss. A track at half the tempo has a beat landing on every second beat of yours, so the two lock together just as tightly. That is how a 140 track moves into 70, or drum and bass at 174 sits over hip hop at 87, without a train wreck.
A small range is not a weakness. The further you pitch a track, the more its character changes, so a move that needs ±3% will usually sound better than one that needs ±8%.
